1. Is it common to get chunks in your paint?

2. Can I put latex paint over an oil?

Any professional at your local paint stores will tell you that you can put oil over latex paint and you can put latex paint over an oil-based primer, but you cannot put latex over an oil-based top coat.

3. Do I need to use a primer?

Yes, you'll need two coats of self-priming paint for new drywalls, patches, or old latex paint for a uniform finish.
